The fourth session of the diploma of Competitive Intelligence of the University of Corsica was held the 12th and 14th of April 2018 in Corte. During this session Regis Ferron from IRD France, Philippe Clerc and Henri Dou presented various aspect of regional development and Competitive Intelligence.

This is the 13th of April that a special presentation  concerning the SRIE (Schéma Regional d’Intelligence Economique de la Corse) was held in the Palais of Congress of Ajaccio.  Various interventions were done concerning the orientations, key points and further imporvements of the next SRIE. Among the interventions the President of the ADEC underlined the importance of this meeting to develop new incentives and developments of the Island. Alain Juillet, Philippe Clerc and Henri Dou presneted different aspects of the competitive intelligenec for the future of Corsica as well as the necessity to develop an intergrated system of information for the decisions makers. At the end of the session different interventions of the audience pin pointed various aspects of the SRIE and indicated that the specificities of the island resources should be considered in teh schema.

La première session du Diplôme d’Intelligence Economique s’est tenue à Corte, en Janvier 2018. Cette session de trois jours a été écoutré d’une journée à cause de la tempête de vent qui s’est abattues sur la Corse. Les intervenants Alain Juillet, Philippe Clerc et le Professeur Henri Dou ont présenté: Le Monde en 2030L’Intelligence Economique Stratégique. La Vision Française Historique de l’Intelligence Economique et Penser autrement. De nombreuses questions posées par les participants souligne l’intérêt de ce diplôme. En outre dés l’ouverture de cette session les introduction de Monsieur le Président de l’ADEC, de Monsieur le Président de l’Université et du Professeur Jean Costa (dont l’intervention a été lue par Monsieur le Dr Toussaint Barboni enseignant à l’Université de Corse et responsable pédagogique du Diplôme) ont souligné l’intérêt de cette formation pour la communauté territoriale Corse. Créer une communauté de pensée et d’action en Intelligence Economique est à la fois un défi et une opportunité pour le territoire et cohésion entre les enseignants, les participant et la communauté territoriale qui assure une partie du financement de ce diplôme laisse bien augurer de son futur développent.

 The first session of the Diploma of Competitive Intelligence was held in Corte in January 2018. This three-day session was shorten for one day because of the windstorm that hit Corsica. Speakers Alain Juillet, Philippe Clerc and Professor Henri Dou presented: The World in 2030, The History of Economic Intelligence and Thinking different. Many questions asked by the participants underlined the interest ofor this diploma. In addition to the opening of this session the introduction of the President of the ADEC, the President of the University  and Professor Jean Costa (whose speech has been read by Dr. Toussaint Barboni teacher University of Corsica and pedagogical director of the Diploma) emphasized the interest of this training for the Corsican territorial community. Creating a community of thought and action in Competitive Intelligence is both a challenge and an opportunity for the territory.  The cohesion between teachers, participants and the territorial community that provides part of the funding of this diploma leaves bein augurs well for  its future development.

In the two last years, the Doctorate School of the University of Corsica, initiated in Corte an annual session of Competitive Intelligence, coordinated by Professor Jean Costa, with a scientific management organized by Professor Henri Dou and with an international group of experts: Alain Juillet,  Philippe Clerc,  Henri Dou  ,  Régis Ferron Marie-Paule Verlaeten. This year, this initiative which was a real success is transformed into an official Diploma of Competitive Intelligence. The inaugural opening session of the diploma will be done the 17 of January in presence of the main representatives of the Territorial Community, the main  representatives of the University, Dr Toussaint Barboni, Alain Juillet, Philippe Clerc, Henri Dou. The courses of the Diploma will be done during three days, every month from January to May 2018.  The organization of the diploma is as follow:

Opening session: Wednesday, January 17, 2018, Campus Grimaldi (Sciences), Building: Patrick Pozzo di Borgo, Room 3.3. After a welcome-coffee, a brief information session will allow everyone to ask all sorts of questions including the possible equivalencies that can qualify doctoral students and doctors of the UCPP having followed a cycle of education in Economic Intelligence.

Audience: This degree is defined as a professional continuing education action for all actors of this development (business world, policy makers and economic decision-makers [already a dozen registrants]) on the one hand, and as a professionnalizing initial training course for current or past PhD students [cf possibilities of equivalence].

Interest in action: insularity, one of the characteristics of Corsica, serves as a “red thread” for DU, which is focused on a national movement taking into account the overseas departments, on the one hand, and the international with the islands of the Mediterranean, on the other hand. This gives an originality to DU and therefore an attractiveness that reflects on Corsica, its University and its Doctoral School.

Themes: The “smart specialization” is conceived by the European Commission as a decisive lever for the contribution of the cohesion policy to the Europe 2020 strategy. At the level of the Regional Territories, in parallel and in complementarity with the operational programs of the Structural Funds and ERDF and ESF investment, the ambition is to define a smart specialization strategy for research and innovation

This is the 20th of December 2017 that in plenary session,  the subject “Territorial Intelligence” was presented to  the CESER PACA by Professor Henri Dou. This presentation summarize the work done by the section “Prospective after seven months of interviews, expert presentations (among other Alain Juillet, Philippe Clerc, …). This view of the CESER emphasizes the importance of the place of the  citizens in the local development (see abstract).  This view was adopted by all the members of the CESER except the MEDEF who abstained. The argument provided by this institution were not very clear and ask the question of the representation of the Enterprises of Provence Alpes Côte d’Azur. An instance such as the “Confédération des Petites et Moyennes Entreprises” (Confederation of Small and Middle Size enterprises) should be more appropriate. In a Région were most of the Enterprises count less that 10 workers and provide the majority of jobs,  it will be welcome to have a better representation of these entities. The work of the section “Prospective” was very efficient and we provide man thanks to the President of the CESER as wall as to the Président of the Section Dr Patick Blanes.

A Chinese delegation of Beijing Institute of Science & Technology Information received by CCI of France and by French experts in Competitive Intelligence -

Chine CCIF 2017 groupe Introduction by Philippe Clerc: We received 4 experts from the Beijing Institute of Science and Technology Information. The Institute is part of the network of Public Institutes of IST created since the 1950s (1958) by Mao in each Province. In the 1980s, they operated their “open source revolution” and became interested through Pr. Qihao Miao - who led the Shanghai Institute for Competitive Intelligence. CCI France, thanks to Prof. Henri DOU, has been able to get in touch with and in cooperation with this Peking Institute for several years (It had as students some current experts). The relationship was consolidated thanks to Pr. Qihao Miao who opened the contact with the other Provinces and precisely Hunan (Provincial Center of IC). We exchange regularly with him. He will be speaking at the 5th International Meeting in Dakhla (Morocco) in December. For 2 years the Beijing Institute has put us in touch with the Academy of Science and Technology of Beijing. We were invited to Beijing and we received last year (Charles Huit was with us) the Vice-President of the Academy, here at CCI France. Also behind the 4 experts of the Delegations of November 20th, it is necessary to read their network (Peking University, Academy of Science and Technology, Institute of Science for Science). These collaborations allow us to appreciate some essential elements of the Chinese progress in IE and to weave cooperation on local development and in the field of the industry of the future and China 2025.

During the meeting various technical questions were discussed by the audience plans for the continuation of the Franco - Chinese  collaboration were planed.  The conclusion was very positive and exchanges of documents and practices between the twe expert’s delegations were implemented.
