First of all let us thank Jean-Pierre Bernat for this initiative which gives the opportunity to several French experts to express their point of view on the development of this new discipline. This is very important since in an old country often paralyzed by the history of its past and the conservatism of certain “elites” the emergence of a new concept in the innovation field is very difficult and even impossible. This book described the process followed to move from Scientific and Technical Information  to Economic Intelligence, but also? it shows in a detail analysis the rise and fall of some French competencies and expertises.

In this book which is a real progress in the presentation of the history and roots of the Economic Intelligence in France  the development of this discipline is presented by most of the key actors of this development. But, for the reader which can read between the lines, a dramatic fact can be discerned:

The research and development in this discipline and particularly in the field of the Scientific and Technical Information is the fact of individuals. This is very important to indicate since according the standards of the experts of the French Minister of Research and Education in France there is no possibility to create laboratories unable to develop research and PhD in this domain. This situation  if it remains like it is will conduct to the disappearence of all the competencies and knowledge developed during twenty years in France in most of the French Universities and Research laboratories. This calls for another vision of what is a research group that is to say the developement of competencies within a human network. The obstinacy to link the competencies with the size of a laboratory prevent today, the development of many innovations. It is clear that what is right for research groups which need a large amount of very costly apparatus and facilities is not true for the modern development of elaborated information and Economic Intelligence where most of the work and development are linked to a human network.

If the situation do not change rapidly the French competencies in one key discipline for the development of our industry and for the poles of competitiveness will not be any more available in France. The good examples to follow in this domain are those of the United States, Japan, China… In France in spite of reports like the Befa report, the Carrayon report,  the decision makers did not notice the importance of the information and very often mix information and communication (media, video, cinemas, press ..) which is a non sense in Science and Technology.
