The smart villages in the European context have been presented by Professor Henri Dou and Pierre Fournie.

Abstract: The concept of “smart village”, mainly used for developing countries, has just been extended to the European Union in the “smart village” program. This program, which is essentially based on expanding broadband development, aims to boost rural areas. The present work concerns an analysis of the impact of broadband development and highlights that this solution if it takes part in development can not ensure its fullness if it is not associated with other local factors, such as tourist assets or local culture. On the other hand, we highlight the fact that broadband can promote the emergence of “third places” around which new forms of territorial autopoitetic organizations  will organize.
